Find out which candidates were asked to participate in the Request for Proposals

MONTREAL -- The Governments of Canada and Quebec have announced the qualified candidates who will be invited to participate in the call for proposals in spring 2007. This process will lead to the selection of a private-sector partner for the partnership agreement for the completion of the western section of Highway 30.

The three qualified candidates who are invited to participate in the call for proposals are

Infras-Québec A-30, consisting of:

  • Macquarie Bank Ltd.
  • Construction Kiewit Cie
  • Parsons Overseas Company of Canada Ltd.
  • Genivar
  • Miller Paving Ltd.

Nouvelle Autoroute 30, consisting of:

  • Acciona S.A.
  • Iridium Concesiones de Infraestructuras S.A.
  • Groupe Axor Inc.
  • Acciona Infraestructuras S.A.
  • Dragados S.A.
  • SICE
  • Arup Canada Inc.

SNC-Lavalin, consisting of:

  • SNC-Lavalin
  • Pomerleau
  • EBC
  • Rizzani de Eccher
  • Buckland & Taylor
  • Tecsult
  • Dexia
  • Mainroad

The purpose of the request for qualifications, which took place between November 8, 2006 and January 17, 2007, was to select a maximum of three candidates who will be invited to submit a proposal for the next step of the selection process. The three candidates selected have demonstrated their ability to design, construct, finance, operate, maintain, and rehabilitate infrastructure, including a toll system, for the duration of the partnership agreement.

These candidates will be invited to submit a proposal that meets the requirements of the proposed government partnership, especially regarding deadlines and risk sharing, for completing the 35 kilometre Western section linking Châteauguay and Vaudreuil-Dorion, as well as the 7 kilometre section linking Highway 30 to Salaberry-de-Valleyfield.

The Western section consists of several major structures that allow vehicles to cross the Beauharnois Canal and the St. Lawrence River. Fulfilling Transports Québec’s technical and financial requirements will be a key factor in evaluating the proposal.
