The completion of Autoroute 30

Project Bureau

In the spring of 2004, the Ministère des Transports du Québec created the Bureau de projet de l’autoroute 30 (BPA-30) to ensure the completion of the project in accordance with established criteria and within specific timeframes.

The Bureau de projet is headed by the Project Director, and comprises a limited number of employees who provide support and basic functions (administration, engineering, project management, and communications), assisted by experienced external advisors and agents.

The scope of the project, and the challenges associated with it, require a “matrix” type of management that brings together BPA-30 and the Direction de l’Ouest-de-la-Montérégie, which provides expertise in the areas of surveying, acquisition, engineering, and the environment. The Bureau des partenariats public-privé also has a role to play, managing the legal aspects and certain other components related to revenues, finance, processes, and the economy.

BPA-30 also works with project management and engineering experts in the private sector.

In order to achieve the objectives for the completion of Autoroute 30, the Bureau de projet, in collaboration with its public and private partners, has been entrusted with several mandates:

  • Ensure the execution of all steps involved until completion of the project;
  • Manage the budgets and ensure that the deadlines are respected;
  • Obtain all of the information required for the execution of the project;
  • Maintain effective communications with the public;

Since signing the public-private partnership agreement on September 25, 2008, the Bureau de projet de l’autoroute 30 has ensured compliance with the requirements of this agreement, in terms of design, construction, maintenance, etc. The BPA-30 fulfills its mandate with the support of the Bureau des partenariats public-privé and the DOM.
